The Choose Freedom Campaign is a
European Citizens' Initiative by Glyn Hughes, (firstname.lastname@example.org there's more
about Glyn here) 57 year old
Engineering Designer from Derbyshire. The campaign aims
to begin the process by which European Union passports
can be issued to any European citizen.
What is a European Citizens
A European Citizens' Initiative is a feature of EU
democracy that allows any citizen to present legislation,
if they can garner the support of one million citizens
across the Union. (Regulation 211/2011). Citizens
Initiatives were first introduced with the Lisbon Treaty
in 2012, as a way to empower citizens to deliver a better
Europe. They have rarely been used up until now.

EU Citizenship vs EU Passport
There have been several attempts to attain
European Union citizenship. But the EU isn't a
government, and only Nation states can issue Citizenship.
However the EU can issue passports, and with
them the rights of citizenship (Regulation 1417/2013)
as is already sometimes done for diplomats and officials.
The countries of the EU have agreed that this form of
passport, known as "laissez-passer" can be
extended "on exceptional basis and upon due
motivation, to special applicants" The
Commission has accepted that the Choose Freedom
application is legally valid on this basis. You can

This is a real referendum, not a petition,
and is subject to the rules for voting in each country.
Some EU countries give EU migrants the opportunity to
vote - France, for instance, can issue a carte
électorale to residents from other EU countries -
but each country makes its own voting rules. View an

Can't Vote on the official
There are people with multiple or
indeterminate citizenship who won't be able to vote in
this, the very referendum designed to solve their
problem. If that's you you can help by encouraging
hundreds of your friends and relatives to vote on your
behalf, so we can create a law to change things.

will help us to frame legislation by knowing who is
affected and can help make the voting system better in
What happens next?
Glyn Hughes (sponsor) and Sue Wilson
(second) have up to a year to collect the one million
votes required in the referendum. Then Glyn and Sue will
be invited to present a new law to the European
Commission in Brussels.

TITLE: European Free Movement Instrument
SUBJECT-MATTER: Guaranteeing European citizens free
movement by a Universal Instrument
MAIN OBJECTIVES: For the better functioning of a free
market, in the interest of the Union and in order to
comply with the duty of care towards all its citizens, we
beg the Commission to delineate a method by which all
Europeans of good standing may be granted a signal and
permanent instrument of their status and of their right
to free movement throughout the Union by way of a unified
document of laissez-passer as permitted by Article (4) of
Council Regulation 1417/2013, or by another method
